Seri was linked with Arsenal earlier in the summer as new boss Unai Emery looked to rebuild his squad.
The likes of Juventus, Barcelona and Chelsea were even rumoured to be keen on the former Nice star.
But he has instead joined newly-promoted Fulham in a £30million deal, with Maxime Le Marchand also arriving from the Ligue 1 side as part of the transfer.
European football expert Gabriele Marcotti claims Seri’s lack of physicality put off some teams.
And that is ultimately why Arsenal did not sign the 26-year-old.
“Well you’re talking about a central midfielder who not that long ago was linked to Arsenal, to Juventus, to Barcelona,” he told ESPN FC.
“I think he does have very good agents.
“But I think a lot of clubs were reluctant simply because of his size, because of a perceived lack of physicality.
“In that sense he remains a very good player and if the price is right and the terms are right, then it’s a solid deal for Fulham.”
Arsenal have instead signed Uruguayan defensive midfielder Lucas Torreira.
Torreira arrived from Sampdoria and will cost around £26m.
